CONSULTANCY WORKSHOP “FINANCE POLICIES PROMOTE THE AQUACULTURE VALUE CHAIN DEVELOPMENT IN THE CONTEXT VIETNAM JOINS FREE TRADE AGREEMENTS (FTA)”

On September 22, 2017, in Can Tho city, The consultancy workshop “Finance policies promote the aquaculture value chain development in the context Vietnam joins Free Trade Agreements (FTAs)” was held by Oxfam in Vietnam and International Collaborating Centre for Aquaculture and Fisheries Sustainability (ICAFIS) in collaborating with Academy of Finance – Ministry of Finance, Vietnam Catfish Association (VINAPA), State Bank.



Attending in the workshop, there were researchers, experts, managers from institutes, Universities, local authorities, farmers and both Vietnam and oversea companies.

The workshop view

The purpose of the workshop was to facilitate and create a corridor for shrimp farmers and companies to access the agriculture reforming loans and ensure sustainable value chain linkages. In the workshop, after the opening speech, there were other research reports. “Financial policy encourages the development of fisheries linkages in the context of Vietnam's participation in Transpacific Partnership Agreement (TPP)” by Dr. Tran Ngoc Hung - School of Agriculture and Rural Development Management Board I - Ministry of Agriculture and Rural Development; "Developing fisheries linkages and solutions" presented by the representatives from Vietnam Institute of Fisheries Economics and Planning; "Loaning under the value chain of fisheries: current status and solutions for improvement". In addition, there was a dialogue with a consultancy board including leaders from Ministry of Finance, Ministry of Agriculture and Rural Development, State Bank, VINAPA, Vietnam Fisheries Association, researchers, the dialogues received the full participation of all workshop participants to discuss on the way to promote the development of the fisheries value chain in the context of Vietnam's participation in the Trans-Pacific Partnership Agreement.

The workshop is the activity of the project “Sustainable and Equitable Shrimp production and Value Chain Development in Vietnam – SusV” funded by The European Union. As project plan, Oxfam in Vietnam and ICAFIS collaborated with Banking strategy institute – State Bank of Vietnam to implement a research on the status and opportunities for value chain loaning in Soc Trang, Bac Lieu and Ca Mau province. The researchers also recommended solution packages on policy corridors, finance schemes, the responsibilities of companies and other stakeholders including research institutes, professional organizations and local authorities in order to facilitate the sustainable and equitable shrimp value chain development. At the same time the researchers also developed a set of criteria of shrimp value chain loaning and organized a consultancy workshop to put it in implementation.
